The Government Contracts & RFP Manager Role –Owning the Process, Driving Growth
This isn’t just a “grant writer” or “support” role. You’ll drive Towner’s growth in the public sector—owning the entire RFP and government bidding process from tracking to submission. You’ll lead strategy and ensure compliance across local, state, federal, and E-Rate levels, keeping every bid on time, aligned, and competitive.
This role is for someone who thrives on deadlines, speaks procurement fluently, and turns registrations, portals, and responses into results.
Key Responsibilities:

Opportunity Seeker – Track RFPs and contract bids via SAM.gov, DemandStar, and other public portals.

Proposal Strategist – Lead the full RFP process: interpret requirements, build timelines, assign roles, and ensure standout submissions.

Compliance Champion – Keep registrations, certifications (WBE, SAM), and internal docs up-to-date and ready.

Portal Wrangler – Own bidding portals: submissions, formatting, uploads, and deadlines.

Team Collaborator – Partner with sales, finance, and leadership on pricing and narratives that reflect our strengths.

Process Builder – Develop scalable systems, templates, and workflows to streamline future RFPs.

Deadline Closer – Keep every submission on time and airtight. No missed deadlines.

Tech-Confident & CRM Fluent – You know your way around SAM.gov, vendor portals, and proposal systems like SharePoint, Teams, and ConnectWise Sell.
Adaptable Problem-Solver – Bids change. Portals crash. Deadlines move. You stay calm, pivot fast, and still hit submit.

What Success Looks Like
In 6 Months: You’ve built a system to track and prioritize RFPs, registered Towner on key government and vendor portals, and led several on-time, compliant submissions. Your timelines run smooth, your documentation is airtight, and your collaboration with leadership is seamless.
In 1 Year: You’re not just responding to RFPs—you’re driving a proactive pipeline of public-sector opportunities. You’ve built repeatable processes, improved win rates, and positioned Towner as a trusted government partner. You’re a go-to lead for strategy and execution, with room to grow into senior roles in Compliance, Strategic Partnerships, or Government Affairs.

Deadline-Driven and Detail-Heavy – You’ll be juggling multiple RFP timelines, each with strict formatting, submission, and compliance rules. There’s no room for “close enough.”

Shifting Targets – Requirements can change at the last minute. Portals crash. Clarifications come late. Staying flexible and focused under pressure is a must.

Independent Ownership – You’ll often be the only one managing an RFP from start to finish. If you need step-by-step direction, this won’t be the right fit.
